For some, it is a mystery how the Civil Service managed to conduct its standard operations while also producing the legalistic abomination that is the State of Emergency. But bureaucracy waits for no-one and matters of treasury and state must always be completed.
The Civil Service report details such mundanities as the construction of important infrastructure, the deployment of troops, changes to Concordian titles, the wealth of the Treasury and the state of international trade.

Quartermasters Report
News from across The Concord is centralised and processed by the Civil Services in offices dotted across every major region. While the Concord is not a swiftly acting beast, it is at least a well informed one.
The Order of the Sacred Journey’s monastery is under construction within The Hunters Wood in south western Resinderholz. The construction is not far from the road passes from Lerona Mere to Andash, and promises to bring additional interest and faith to the area.
The aqueduct known as Corazón El Acueducto that will join Obregon to the oasis in its west also remains under construction. A considerable investment, and requiring even more considerable time, its construction goes well, and is expected to be complete by Autumn 227.
Unfortunately, the War Chamber no longer has the ability to maintain Concordian forces, due to all the forces being maintained by The Concord being realmic in nature for such a long period of time. All forces must remain in the control of a realm, however this Realm may still be chosen or changed by The Senate.
However, in positive news the War Chamber can confirm that sufficient food resources, population, and logistics are available to maintain an additional force, be it a fleet or army, provided The Concord maintains control of its current number of regions.
The Concordian War Chamber would also like to detail the following roll of honour, noting those mercenary units that supported Concordian armies, fleets, and fortresses this past season:
Desert Whisperers
Lysander
Ser Edward Gold
B. Roderick
B. Roderick
B. Roderick
Laurence Coin
Dane Forge Cooper
Nicholas Cutter
Liberties Fist
Rasheed El’Tanebar
People’s Gift
Azime Rais

The following titles have been removed this Summit, current title holders will serve out their terms, at which point it will not be re-elected.
Game Design - Removed TitlesOver time, not all titles end up performing the role that was intended for them. And while they may find purpose, it is not always fun, or enjoyable for the players in them, or always good for the game. Senate Treasurer was a title born of need that resulted in an unattractive position that spent more time assisting the civil service and allowing senators not to understand the economic circumstances of The Concord. We tried over the last year to give it more life, but the result was only life support, not an overhaul. The hope is to see Senators and their teams work closer on fulfilling this role, and the Civil Service managing the books ourselves, rather than making one put-upon player do it. The Voice of the Church was created to fulfill a bureaucratic issue with the Veto and to give the Church a voice in the Senate. However, the growth of the Council of Six, and the expansion of High Priests lead to this role being overshadowed by the High Priest of Cervitas. As such, it made sense to roll a lot of this title in the High Priest of Cervitas. Warmage and Warpriest were relics of a time when the War Chamber was a sealed council, offering additional routes into the sealed space, and providing specialised expertise on their area of focus. In practice they became an often-forgotten role that had no special power, which was made invalid when the Chamber was opened. Simply being present was not enough |
The following titles have had changes this summit:
The High Priest of Cervitas has gained ‘The Voices Veto’ and ‘The Voice of Wisdom’ powers. Both of these powers will be granted to the High Priest of Cervitas in Spring or when the Voice of the Church leaves their title, whichever occurs first.
The Voices Veto
During the final senate session of a Summit, the High Priest of Cervitas will be able to utilise the Council of Six’s veto, assuming it has not been expended during the summit. If this occurs, the High Priest shall be automatically inquisitioned the following Summit by the High Priest of Anarch, and the Council of Six must vote to uphold the veto at its next available meeting.
The Voice of Wisdom
The High Priest of Cervitas shall be provided a seat to the left of the Throne. The High Priest of Cervitas will be permitted to speak in the Senate as if they were a Senator. At any point a Senator may raise their hand and ask the Symposiarch to censure the High Priest once per session, at which point the High Priest may no longer speak on this motion. The High Priest does not gain a senate vote.
Bordevarian Dukes have lost the Boon and Bane power.

Treasury Report
The Concordian Treasury reports the following:
The Concordian Treasury at the beginning of the Autumn Summit is expected to be valued at Forty Vaults, Three Locks, Three Keys. This is after the calculation of costs, income and assured expenses such as payments to The Shardcircle and The Academy, and for payments the senate has assured, such as to Concordian Captains travelling to friendly ports.
Current expenditure to support Concordian efforts is valued at Fifty-One Vaults, Sixteen Locks.
Current income from Concordian taxation is valued at Eighty-Three Vaults, Twenty-Seven Locks, Five Keys.
The Treasury Report will be available from the Civil Service from 6pm on the first day of the Summit. It is a secret document, following the standard rules around such a document.
