"In order to strengthen the debate & surety of Church decisions, the Concordian Church of the Divine Spheres approves the creation of the role of Heterodox, charged with assuming the most contrarian & objectionable opinions in Church discussions, no matter how heretical or vile." - Rubeo Van Der Couer (222)

The Heterodox may speak as a Blasphemer or Heretic would during Church discussions and in their formal capacity of the role, to air and begin discussions that would otherwise not be had for fear of censure, as they alone are immune to the consequences of their words.

They are still, however, prohibited from actively spreading Heresies, or claiming that their counter-doctrinal words represent the will of the Church.

Election

The Heterodox is chosen by the High Priest of Anarch during the Autumn summit each year. They may choose whoever they wish, though of course given the nature of the title, it is preferable they are a Priest. There is no limit on how many times someone can be named Heterodox.

Term

The Heterodox's term lasts until the beginning of the next Autumn summit. Should a Heterodox perish or give up the title for any reason, the High Priest of Anarch may choose to immediately fill the position at the next Council meeting until the end of the current Term.

Powers and Responsibilities

Raise to Attention - The Heterodox may, without needing to pass a motion with the Church, initiate the proceedings for an Inquisition once per summit, dependent on the proceedural approval of a Curate. This may be levied against any citizen of the Concord, and must be completed before the end of the Summit.

Gift of the Six - The Council of Six may, upon the request of the Heterodox during their address, vote to allow the Heterodox to initiate an additional Inquisition on any given Summit.

Bringer of Chaos – The Heterodox is intended as an asset to the Council of Six. While they are not required to attend Council meetings, they do have Right of Address at the Council of Six and a time is set aside for an Address from them, unless the High Priests vote to disallow their commentary.

Voice of Chaos - The Heterodox cannot be subject to any motion to Inquisit, Censor, or in any other way disadvantage them by the Church because of words that they speak, unless it should be proven that they are actively and intentionally spreading heresy or blasphemy, rather than intending to ferment discussion.

History

The Heterodox was created after the failings of the Church to consider positions outside of the mainstream became apparent, with many members of the Church airing concerns that if they spoke up to discuss possible changes that they would be subject to Inquisition and Sanctions. In order to properly show dedication to Anarch, the position was created to start these important conversations about Change, and to challenge the Church's most long-standing views so they can be critically reviewed in the light of all the information the Concord has access to.
