The Groundskeeper of Rickon’s Tier acts as the responsible party for a small island in the Eisen River shortly before it opens onto Lake Ladure. They receive incomes and tend to any concerns that may arise with the location.
Election
The Groundskeeper of Rickon’s Tier is elected each Autumn Summit. Tradition has it that both the commonfolk of The Kingdom of Bordevar and The Barony of Resinderholz enter a team of entrants into a tournament organised by the Civil Service. This tournament pits both teams in a competition of physical skill and strength. The winning team must select one of their number to obtain the title.
Term
The Groundskeeper of Rickons Tier holds their title for one year, including the Summit where they obtain the title. They may immediately compete for re-election after this term if they wish. There is no term limit.
Powers and Responsibilities
Income - Rickon’s Tier produces crystal mana in the Autumn and Herbs in the Spring through their unique ‘Enchanters Ferns’. During the Autumn Summit, it can be expected to produce between 8 and 12 Crystal Mana and in Spring it can be expected to produce Herbs as per a Tier 2 Herb Garden.
Protection – The Groundskeeper is expected to maintain Rickon’s Tier and ensure it stays in good condition.
History
A small island near where the River Eisen spills out into Lake Ladure was the site of local conflict as Greenwealders from the west-bank brawled with Weilanders from the east-bank, particularly the town of Carningsfield. The local civil service and magistrate eventually had enough, escalating the problem to Concordian concerns.
Rickons Tier is a thin strip of sand and grass nestled in a fast-flowing section of the Eisen River that is home to a number of Enchanters Ferns. Strange arcane plants, Enchanters Ferns blossom open in the Spring, producing fronds that can mimic powerful alchemical ingredients. In the Autumn the plants seal themselves off from the cold and wind, but in doing so produce a fine blue sap that crystallises into mana.
Exhausted with the constant law-breaking, violence and parochial rhetoric, The Civil Service resigned to officiate the law-breaking, violence parochial rhetoric within The Concordian system, creating the position of Groundskeeper.

Game Design
It should be noted that while Rickon's Tier functions similarly to an investment, it does not replace the characters investment. Rather, it acts in addition to it. It provides income but does not provide any other possible actions and cannot be upgrade through standard investment-upgrade methods.
