Raul El'Obregon, who's deft hand and skilled mastery of the Andashi Treasury raised the Andashi Treasurer to the Keeper of Coin in 224AE.

The sole power that holds the wealth of Andash close at heart, both literally and physically, the Keeper of Coin acts to keep and spend the Andashi Treasury. The money spent during The Tithing Vote, the Andashi Political Tradition used to elect their Senators, is kept within the Andash Treasury which must in turn be cared for and wisely watched over by a single individual, though is often guided by the wants of Andash as a whole.

Election

The Keeper of Coin is elected at the Autumn Summit. Any Andashi may stand for the title. Candidates are elected by a popular vote, where the electors are:

Term

The Keeper of Coin has a term of two Summits (1 year).  There is no term limit and individuals may immediately stand for re-election.

Powers and Responsibilities

The One Who Holds The Vote - The Keeper of Coin is responsible for holding the Andashi Treasury. While this does not necessarily require providing of the chest in which it is held, depending on the previous holder’s actions and choices, how the Treasury is stored is up to the Keeper. The Keeper must ensure that the Treasury is available at each of the Andashi Elections, where it is reasonable to do so, so that additional Tithing Votes may be added if required.

To Request and Receive - The Keeper of Coin must allow any Andashi Citizen to provide of their own will to the Andashi Treasury, outside of a Tithing Vote. This is the right of any Andashi who wishes to give, and cannot be taken away. At the same time, any Andashi may request to know what the Treasury currently holds, and the Keeper must answer in all honesty. This need not be shown to the one requesting, but should the answer be proven to be a lie beneath the sun or moon, then the Keeper should be stripped of the title by the joint word and agreement of the majority of Andashi Senators (who must inform the Civil Service so that they may hold a re-election).

To Give - The Keeper is the sole power that can spend the Treasury as they wish. Though doing so under the agreement and guidance of Andash as a whole (or if not, the highest powers within) is expected though not enforced.

History

Initially taken up as a cultural role under the name of ‘Andashi Treasurer’, the importance of such a role was considered great enough to warrant its instatement as a fully fledged Title by the Civil Service and wider Andashi community. Andash has a history ripe with those who would represent great powers simply by holding their wealth, from large merchant Clans to martial nomadic warrior Tribes. To be the coinpurse of the powerful is to be powerful, but it is to also hold great trust, responsibility and above all accountability.

The Keeper of Coin is this and more, though it remains to be seen what the heroes of Andash will make of it in time.
