The Civil Service report exists as the driest, least adorned, and most load-bearing of all documents within The Concord. It contains within it details regarding The Concord's wars, its finances, its titles, and its misfortunes in equal value. While it may be of no use to you at all, it might also be the most useful document you read this season. A gamble with only your time and boredom as a wager.
Quartermaster’s Report
The Civil Service wishes to report that the following Concordian works have been completed, and will be available for use or deployment at the following Summit:

The aqueduct known as Corazón El Acueducto that will join Obregon to the oasis in its west also remains under construction. The Vault of Ranhilde is expected to finalise construction around the same time.

Title Changes

The Civil Service wishes to highlight the following changes to titles;
- For the sake of ease, and ensuring the voices of Concordian titles are heard, all Concordian titles now have the right of address in The Senate. The standard rules apply, not requiring forewarning, but being limited to two minutes each. The right of address details are to be removed from each title’s powers, and rather just added to the Senate log.
- The Head Surgeon of the Passage Field Hospital has gained the power of publication.
- The Abbot of Mivara has had their title extended to be 1 Year.
- The Concordian Throne has had its title rewritten to better fall in line with modern understandings of The Concord, and its most powerful title. These powers are granted to it by The Concordian Constitution and expanded understandings determined by the High Magistrates.
Council Changes
The Symposiarch wishes to report the following:
- Senators have had their power to call for recess modified. Each senator shall be permitted to call for a single recess per summit, rather than per session.
- The Senate treasury, in order to better ensure clear counting of funds, will be closed to donations as of midnight on the second night of Summit.
- Commissions are now required to be paid for full at commissioning, rather than staggered with longer construction times.
The Civil Service wishes to report the following:
- The following councils have the ability to publish documents, through their motions: The Senate and The Council of Six. No other councils have this power, due to staffing restrictions, innate secrecy, or lack of attention required on this front.
- The following councils have the ability to request the creation of titles; The Senate, The Shardcircle, and The Council of Six. The War Chamber, The Exchange, and Realmic Councils, cannot request, or create titles. Greater majority motions within the Church can request the creation of titles.
The Curate wishes to report the following:
- High Priests, when elected due to a term expiring, will be elected at First Blessing (6pm on the first night of Summit). Votes for High Priest must be cast through the standard method, and will be counted during the first blessing by a member of the Church Civil Service. This means votes will need to be cast between the summit opening at 3pm and the votes closing at 6pm. High Priest elections during all other times will conclude at the next Council of Six.
Treasury Report

The Concordian Treasury reports the following:
The Concordian Treasury at the beginning of the Spring Summit is expected to be valued at fifty-nine vaults, sixteen locks, and seven keys. This is after the calculation of costs, income, and assured expenses.
Current expenditure to support Concordian efforts is valued at forty eight vaults, twelve locks.
Current income from Concordian taxation is valued at one hundred vaults and twenty locks.
The Treasury Report will be available from the Civil Service from 6pm on the first day of the Summit. It is a secret document, following the standard rules around such a document.
