The role of the Bursar of the Church is to facilitate the expenditure of Church resources towards worthy projects in the Concord and abroad. They are the point of contact for congregations across the nation with financial matters to discuss with the Church, and are a limit to the power of the Council as it is only by their discretion that the funds of the Church can be easily expended. With this responsibility comes the expectation of diligence and documentation, so that the wealth of the Church is not squandered
Election
The Bursar of the Church is elected by the Council of Six at their first meeting during the Spring Summit. They require a majority vote within the Council. Candidates may come from any Realm but must be recognised as a priest within The Concordian Church of the Divine Spheres.
Term
The Bursar of the Church serves a term of one year, including the Summit where they are elected. They may immediately stand for re-election after this term if they wish. There is no term limit.
Powers and Responsibilities
Coinmaster's Hand - The Bursar of the Church shall, over the course of Summit, have the power to spend up to 20% of the Church Treasury at the time when they first begin to spend it, or 60 keys (whichever is lower) on projects that are approved by a majority of the High Priests. The High Priests may in Council, if in unanimous agreement, allow this limit to be reassessed up to 40% of the total value of the Church treasury.
Faith's Benefactor - The Bursar of the Church is permitted to release resources from the Church treasury to supplement or pay for the completion of Empowered Rites
Expert – The Bursar of the Church may receive information from the Civil Service regarding matters of financial issues and opportunities that relate to the Church if and when this information becomes available. These will not be regular updates, but The Bursar should be prepared to receive these briefings and action them if required.
Advisor to the Council – The Bursar of the Church is an essential advisor to the Council of Six. They are expected to make themselves or a proxy available to each official meeting of The Council, where they are expected to answer questions to the best of their ability. They have Right of Address at the Council of Six.
History
The role of the Bursar of the Church was created in Winter 224 by the Church after long frustrations about lack of access to Church funds for righteous projects.
