Magistrate’s Agent - The Captain of the Watch is a deputised agent of the magistrates of the Civil Service. When given a writ of investigation they are authorised to conduct that investigation within the bounds of the law. In the process of conducting that investigation, attempts to frustrate, obscure, or misdirect this agent would be as if such actions or inactions were taken to frustrate a magistrate. When given a writ of summons or arrest, the agent is authorised to conduct that action within the bounds of the law, up to and including forcibly arresting the listed individual in the case of a writ of arrest. This agent is not authorised to levy punishments, deprive citizens of their rights, or deprive individuals of property where it is not authorised by a Magistrate.
Captain - The Captain of the Watch is authorised to deputise a number of individuals to act as their agents. These deputies carry the same powers as listed above under ‘Magistrate’s Agent’, but are answerable to the Captain of the Watch for deployment, discipline, and orders.
History
Passage, as a tiny agricultural town mostly home to Shepherds and wayward travellers, does not normally have need of a permanent watch or even a permanent magistrate. However, twice a year it becomes the most important township in The Concord, with the powerful ‘Heroes of The Concord’ descending on the tiny settlement to forge another season’s worth of great decisions. Such powerful individuals quickly lead to legal disputes and concerns. Following a series of complex and dangerous legal cases, it was determined that magistrates deputies were required. Resulting in the creation of this title.
