The Throne exists as the single most powerful title and organisation within The Concord. Enshrined in the original Concord, The Throne exists so that in times of great trials or if a suitably great person arises, then The Concord could benefit from their leadership. However the title is not one taken for granted. While its power is immense, The Concord is intended to operate without a Throne, for its entire existence if that is what is required.

It is worth noting the nature of the Throne and how it affects and is affected by the game. Should a Throne be coronated it is very likely that such a role would not only be extremely important to the story of Concord, but also to the function of the government ingame. With that in mind it is recommended that before campaigning for The Throne that you consider if you will be able to confidently attend Concord events and will be willing to work closely with the Concord Team to bring the story of Concord to life.

Election

The Throne is elected as per the enthronement power of The Senate, duplicated here for ease.

The Senate must first pass a motion requesting a throne be elected. This motion requires a greater majority and prompts the Church’s veto.

If the motion passes, at the following full Senate Session, during Concordian business, each senator may nominate a candidate for throne. This candidate can be any Concordian citizen, including the senator themselves.

Each candidate may then give a speech no longer than two minutes.

Each senator must then stand behind the candidate they support, or in the designated ‘no support’ area. A single candidate must receive a two thirds majority to be victorious. If no candidate gains the required support, each senator is given two minutes to reassess. If after three attempts no candidate has the required support, the vote stops and will be reattempted at the next full senate session.

If the vote is successful, then the election prompts the Church veto. If the veto is not used following a successful enthronement vote, that candidate is named the ‘Throne Elect’ and will be crowned at the following Summit. While acting as the Throne Elect, they do not have any of their powers or responsibilities, but may not take another title.

Term

The Concordian Throne rules for life or until:

  • They are found invalid to stand for the title
  • They retire from public life.

Powers and Responsibilities

Master of The Concord

Once per Summit, the Throne may submit a statement in writing to The Civil Service. This statement will be communicated across the Concord, functioning similarly to the senates power of declaration. The Throne will be granted private office at The Summit from which to conduct the duties of The Throne from. Any document within The Concord, regarding The Concord is to be made available to The Throne upon request, within reasonable time.  Once per Summit, The Throne may request the removal of any Concordian from any Realmic title. A request to do so must be submitted, in writing, by The Throne’s own hand, to the Civil Service. At which point the title will be re-elected (if possible and feasible).

Master of the Crown

Upon their Coronation, the Throne may select their title and form of address. Throughout their remaining time as Throne, the Throne is required to uphold the honour and image of The Concord and themselves in their actions, bearing, and conduct. The Throne may never have a proxy, and none of its powers may be delegated to any other.

Master of the Veto

The Throne may veto any motion passed by the senate. This includes any vote on a motion, to accept a motion or speaker, or similar. If the Senate would vote, the Throne may veto that vote. There is no limit on the number of these vetoes that may be used.

Master of the Senate

The Throne may attend any senate session, being seated in the Throne as they do. No emergency senate session may seat without the Thrones presence, although a Throne is counted as a member of senate with the True Right to Speak for the purposes of quorum in all other senate sessions.  Once per session, the Throne may order a single senator to be removed from the session. This senator may not return for the remainder of the session and may not be proxied or replaced, their vote and seat will remain empty for the remainder of the session. The Throne does not have the ability to put forward motions in the Senate, and does not have a vote within the Senate. The Throne may elect to not attend a standard senate session, however if they do so, they may not utilise their powers to remove a senator or enforce their veto.

Master of the War Chamber

The Throne is permitted a single vote within the War Chamber, they must be present to utilise this vote. Once per summit the Throne may remove a General or Admiral (but not champion) from their title. Doing so places the force that the General or Admiral would normally command at the command of the Throne, who will functionally act as that force's commander for the remainder of the Summit. At the following Summit that General or Admiral title will be re-elected.

Master of the Exchange

At the beginning of a Summit, one quarter of the Concordian treasury will be made available to The Throne to be used. These funds may not be spent at The Exchange, but all other uses are allowed (provided they are lawful).

Master of the Law

Once per year, the Throne may pardon a single individual for all or some of their committed crimes. This can be completed before an investigation or trail is completed, or after. If after, any punishments will cease (to the best of the Civil Services ability), but any removed belongings, properties, titles, or similar will not be returned. This pardon must be completed in writing and handed to the Civil Service by the Throne’s own hand. This power may not be used to pardon civil cases, or circumstances of religious crime.

Master of the Shardcircle

Once per Summit the Throne may request to attend a Conflux that they would not normally be able to attend due to Realmic membership. If a Conflux is limited by Archetype or more specific requirements, then they will still not be able to attend.

Member of the Faithful

Once per Summit, the Throne may select a single motion on the Church voting board. This motion now requires a Greater Majority if it did not before.

History

The Throne has been a part of Concordian structure since its founding. However the title underwent modernisation and expansion in Spring 226AE, following expansions in the Civil Service’s understanding of powers made available by The Concord.
