Overview
Leader of the Passage Field Hospital, the Head Surgeon is responsible for the reliable operation of a Summits primary medical facility. They see to the spiritual and traumatic wounds of Concordian heroes, ensure the well being and function of the hospital and act as the primary expert on matters of medical concern within the Concord.
Election
By nomination of a Senator and the vote of the Senate conducted every Autumn Summit. Any Concordian citizen who does not hold a title may be nominated for the position of Head Surgeon.
Term
The Head Surgeon serves a term of two years, including the summit where they are elected. They may immediately stand for re-election after this term if they wish. There is no term limit.
Powers
Representation: The Head Surgeon is the figurehead of the Passage Field Hospital and is expected to make themselves available to the Senate and Civil Service to answer questions of a medical nature.
Publication: Once per Summit, the Head Surgeon may submit a document for publication by the Civil Service. To do so, the Head Surgeon must present the document to the Symposiarch no later than an hour before a senate session. The motion of publication will then be presented in the following senate session as a part of Concordian business.
History
In response to the pressure placed on volunteer medical groups to respond to the triage and treatment of Concordian Heroes, Baroness Saskia of Resinderholz motioned for the creation of the position in Winter of 221. The motion was passed and the first elected Head Surgeon was Doktor Ludwig Von Wolstad of The Greenweald. That same Summit saw the growth of the stipend from 1 Vault to 1 Vault, 15 Locks.
During the Winter Summit of 222, the Senator of The Tribelands raised the motion to increase hospital funding from 1 Vault, 15 Locks to 3 Vaults. It was approved by the Senate and The Church of the Divine Spheres. This motion was tempered somewhat in Summer of 222 when the amount was reduced to 2 Vaults by Senate and Church approval. This amount has been fully removed as of Winter 224.
During the Summer Summit of 221, the Senators of Weiland and Resinderholz (the motion failed on its first attempt) raised the motion of creating regional medical councils that would have significant powers in managing dangerous disease outbreaks and the actions of Surgeons. While passed, the motion still requires to pass in The Church. If successful it is expected that the Head Surgeon will be heavily involved in the definition of the Passage Medial Region and creation of a Medical Council for the same region.
During the Autumn Summit fo 226, the Head Surgeon was granted the power of Publication by the Senate, as motioned by the Senator of Mukarrem.
