The Shepherd of the Reeds is elected every Autumn Summit. Only Andashi whose investment is based The Tribelands may stand for the Shepherd of the Reeds. Any Andashi may vote for the Shepherd of the Reeds. However:

  • Andashi who’s investment is based in the True Wilds votes count for three.
  • Any other Andashi investment has their vote count for one.
  • Any Andashi whos investment is based outside of Andash is not permitted to vote.

It is a popular vote aside from these additional stipulations.

Term

The Shepherd of the Reed serves a 4 season term. There is no term limit, but the Shepherd must not immediately stand again for the position. As a Nomadic people there is a social expectation that after remaining in Abqala for a time, the Shepherd should return to travelling. As such they cannot stand again until at least 4 seasons have passed.

Powers and Responsibilities

Reedbearer - The Shepherd of the Reeds acts as the representative of the Nomadic tribes of Andash regardless of the current other titleholders of Andash. The Nomads from The Tribelands and beyond will write to the Shepherd on occasion with their concerns, which the Shepherd is expected to respond to and attempt to resolve.

Offering of the Wilds - To assist in their role and as payment for their duty, the Shepherd of the Reeds is given a stipend from donations at Abqala. This takes the form of an amount of currency and wilderness resources. This varies depending on the state of the Nomadic people of Andash and the state of Abqala, but is generally ~3 Locks and ~10 Measures.

One of Many Empty Hands - During their term, the Shepherd is not permitted to use an Andashi city or stone name, they are not permitted to operate an investment within any city or settlement in Andash or outside of Andash, they are not permitted to attend the Andashi School of Gifts, and are not permitted to leave Andash during the Summer Season.

Among the Falls - The power of the Shepherd of the Reeds is based in the site of Abqala in the True Wilds. If The Concord no longer holds the True Wilds, the Shepherd of the Reeds is immediately unelected and the title remains unelected until the True Wilds is retaken.

Never Forgotten - Once per Summit, the Shepherd of the Reeds may veto any motion from an Andashi Senator. They must be present to use this veto, and it may not be used to veto any motion from previous sessions.
