As the Season continues to pass, the words and minds of many unite once more under the creative banner of Senate Appraisals. The Liberartistes of Legend City come together with plans for buildings that truly express their culture, while Delver’s above the Kodiri ruins gather in droves to see a Foundation marked for their future. The Assessors of The Civil Service have compiled the best of the presented options, and their costs, for the consideration of The Senate and wider Concord.
It is the opinion of The Civil Service that these estimates would remain accurate for a year, requiring reappraisal by Autumn 226. The Senate is welcome to commission any or none of the following options, and the projects mentioned in ‘On the Value of Ignorance’ also remain available. The following Appraisals are no longer available for commission;
- Dredge Rickons Tier
- Rebuild the Royal Winter Gardens
- La Barrera Hafez
- La Bandar Ponta

“Appraisal for a Delvers Foundation in the ruins of Kodiri within The Tribelands to act as a training complex, home, and basecamp for Delvers”
The passion that some arms of The Civil Service have for history, along with the overwhelming understanding of how important careful research is, has made the initial drafting of a Delver’s Foundation reasonably expedient. The gathering of Delvers atop the Kodiri Temple dig site made the fine-tuning of such suggestions equally so. Though, as was to be expected, there was some debate around what would best serve the Delvers of Andash, two, nonconflicting options were reached.
New Kodiri

Atop the temple campus structure of the Kodiri dig lies what has been coined by Delvers in recent history as ‘New Kodiri.’ Following the abandonment of Kodiri, either due to conflict, or due to the completion of the presumed research being undertaken, many structures of the original temple were swallowed by the sands. Some time after such abandonment, though significantly closer to that than the present, additional structures were created to form a settlement above the temple, with some access to gathering halls from the original temple.
It would be in this minor settlement of Grand Andash that a Delver Foundation could be forged from old bones - a home for Delvers to live between digs, to meet in ancient atriums, and to share their treasures. Due to its history as a settlement, many of the infrastructure requirements necessary to coexist with the Tanebar already exist, such as wells, waste-removal systems, and even the frames of greenhouses that, restored, would protect some agricultural attempts. Further, based on initial plans, rebuilding the damaged structures wouldn’t be overwhelmingly difficult - though the buildings that remain were clearly from the period of Grand Andash’s descent, many of them still stand, requiring significantly less structural restoration than anticipated.
Cost: 6 Vaults / 2 Arcstone
Duration: 1 Season
Location: Kodiri Dig Site, Tanebar East
Expected Production: Increased taxation for The Tribelands.
Special: The creation of a central location for Delvers to share in the successes of their expeditions would periodically result in a small piece of history thought lost to be uncovered in some form, such as a recovered ritual, carving, or document. Due to the varied nature of Delvers and their chosen foci, such finds would be undirected, and, though most of these finds would likely be focussed on the history of Andash, some may be from other regions within or outside of The Concord. A copy of these discoveries would be held in The Civil Service records, as with the High Historian’s research.
Pasado Al’Kodir
The information found within the Kodiri temple complex is some of the most complete found in recent history, however it is only a grain of sand in the desert that is Andash’s past. Restoring what has been uncovered to its former glory would allow for a Delver Foundation that would not only be of Grand Andash, but could also be the epicenter for the civilisation’s recovery - Pasado Al’Kodir.
Although much of the subterranean structure has been seemingly irreparably swallowed by the sands of the Tanebar, the remaining structure could be suitably reinforced to prevent future cave-ins. With renovations, the structure’s expansive common spaces, living quarters could be restored to their previous functions, providing space for Delvers to live between their expeditions, similar to the dormitories of The Andashi School of Gifts.
Further, the uncovered antechamber and ‘war room’ could be refurbished, creating an expansive library for the history of Andash to be preserved and studied, along with a map of Southern Esterra for dig sites to be identified, and linked together. Doing so would prevent a loss of knowledge, such as has occurred previously, and would allow Delvers to work together to coordinate digs at a larger scale across what was once Grand Andash.
Doing so, however, would be costly - the architects of Grand Andash were no fools, yet their creations were still swallowed by time; extensive work would have to be done to ensure that the same will not happen to Pasado Al’Kodir in the future. Additionally, further active attempts at understanding Kodiri’s past would have to be paused while such measures are being taken, to minimise casualties whilst construction occurs.
Cost: 5 Vaults / 4 Arcstone / 4 Thunder Oak
Duration: 2 Seasons
Location: Kodiri Dig Site, Tanebar East
Expected Production: None
Special: In order to make the most use of Pasado Al’Kodir’s resources and facilities, the Realmic Title of Casique Al’Kodir will be created. The Casique Al’Kodir will have the ability to focus Delver attentions on a specific territory that once belonged to Grand Andash, creating varied opportunities for some to find, excavate, or research sites within that locale. Specifics of this title would be revealed upon completion of this Appraisal.
Scintillating Leaps of the Imagination
“Appraisal for a Liberartiste Academy in Lerona Mere around the site of the 'Fuchs Plug' in the city itself ”
As anticipated, it did not take long for The Civil Service in Passage to be inundated by Liberartistes from across Lerona Mere, each with a very loud and very passionate opinion as to what a Liberartiste Academy should look like. Some demanded rooms requiring complete silence, for the production of free-verse poetry, while others insisted upon cavernous chambers of cacophony, to encourage any and all bards to perform at once. Despite the very vehement opinion of one architecture-oriented Liberartiste that they should carve the academy from the plug outward, a decision was made to create one, cohesive building. Within this central academy comes the opportunity to focus on one of two strains of thinking, or to create both, each with a dedicated annex.
Ala Briller
The first of the possible foci for the Liberartiste Academy was proposed by a quiet Coteria from the Red Brick District, collectively known as Le Vettori. The group, having been in operation since just after the revolution, has made their name in the district for rescuing and restoring artwork from across Lerona Mere, and, up until this point in time, storing them in their warehouses. With the prospect of a Liberartiste Academy dedicated to supporting the arts within Lerona Mere, it seemed to Le Vettori that this would be a perfect opportunity to finally celebrate all that Lerona Mere has to offer; to allow the public to come from all across The Concord to view, contemplate, and be inspired the brilliance of fine art.
As such, Ala Briller, meaning the Wing of Brilliance, is designed to be a gallery in response to the artistic houses of Imperial Artebazzan – rather than a private collection of paintings, sculptures and frescos viewable by those only of the highest stations, the gallery would be open to any and all. The planned structure would allow for the initial installation of Lerona Mere artworks, inspired by the recent history of the realm, with possible opportunity to celebrate other historical periods of cultures through curated exhibitions in the future. Not only would this likely increase the tax income of Legend City through foot traffic to the capital, but would also likely allow for the individual responsible for the gallery to collect an amount of funds, depending on their choices in exhibitions.

Cost: 10 Vaults
Duration: 2 Seasons
Location: Fuchs Plug, Legend City
Expected Production: Increased tax income for Lerona Mere
Special: In order to coordinate the resources and facilities of Ala Briller, the Realmic Title of Museographer will be created. The Museographer of Ala Briller will have the ability to direct the funds of the gallery - they may choose to collect those funds themselves, invest them back into the gallery for increased revenue the following season, or use them to pay homage to a historical period through commissioning a piece of artwork inspired by collective knowledge of that period. Specifics of this title would be revealed upon completion of this Appraisal.
Maracavo’s Wing
The second of the possible foci for the Liberartiste Academy was stated in a clear, projected voice, cushioned lightly by the emerald and royal-blue velvet of his surrounded entourage. Romeo Maracova, despite his young age, has all of the confidence and charisma to be expected from the son of the original patron of the Liberartistes. He proclaimed in no uncertain terms that, even in his mother’s final days, the growth of the Liberartistes through decisive voices and passionate hearts kept her strong. For him, and those that support him, there seems no other option than to have a Liberartise Academy that would propagate the growth his mother started - to have this Academy be the nexus of popular culture that will fuel the future of Lerona Mere.
As such, Maracavo’s Wing, to be named after the patron of all Liberartistes present and future, is designed to be a fluid space that can adjust for the needs of those wishing to make change through their art. The Wing would be a collective that would allow artists to come together, to create works inspired by one another, and to inspire the wider city around them into action and alteration. Such a space would also allow for a more decisive direction for such growth - for a figure to take on the mantle that Eralda did, and to guide the Liberartistes under their wing to make Lerona Mere a true city of legend. And, Romeo stated with no small smile, his mother’s estate would help foot the bill, provided the Senate was swift in action.
Cost: 7 Vaults 15 Locks / 3 Thunder Oak / 3 Mithril
If commissioned within the Autumn 225 Summit, the Maracova Estate will cover:
2 Vaults, 15 Locks / 1 Thunder Oak / 1 Mithril.
Duration: 2 Seasons
Location: Fuchs Plug, Legend City
Expected Production: None
Special: To be the guiding hand overseeing the Liberartistee in session, the Realmic Title of The Avant Guardian would be created for Maracavo’s Wing. The Avant Guardian would be responsible for deciding the artistic trends of Lerona Mere, thus directly impacting the sway of Lerona Mere’s cultural philosophy. Beyond the influence of the Parliament or other Heroes, The Avant Guardian would enable art to speak directly to the people in whatever such voice they choose. Specifics of this title would be revealed upon completion of this Appraisal.
