An oddity in The Concord, the Monarch of Bordevar exists as the supreme ruler of Bordevar, save for the Concordian Throne. This tension is emblematic of Bordevar's relationship to the wider Concord, but such is the price of binding five peoples together. The Monarch is an immensely powerful title, but one with great responsibility, for they are the leader, the figurehead, the master, of a whole people.
Election
An election for Monarch of Bordevar only occurs when:
- There is not currently a Monarch of Bordevar
- Bordevar holds at least two full regions.
- Bordevar holds the Platinum Crown, ancestral crown of King Artourious Bordevar
The Monarch of Bordevar is elected by a popular vote. Every noble within the realm is permitted a single vote as electors. Any noble of the Realm may stand as a candidate.
The winning candidate is the one who receives at least a 75% majority of the available votes after no more than three rounds of voting. If no candidate achieves the 75% required, a new vote will be held the next day, and so on until a candidate is elected. Electors are always permitted to vote in favour of no candidate. Candidates may not vote.
Once elected, the candidate becomes ‘The Monarch Elect’, occupying the position, but obtaining none of their powers until they are crowned at the following summit during a coronation ceremony. During this coronation ceremony, the Monarch will declare themselves either:
- The Master of the Realm
- The First Hero
- The Protector of the Realm
Term
The Monarch of Bordevar rules for life or until:
- They retire from public life.
- A unanimous vote of all dukes is made to remove them from the position.
The Master of the Realm
Powers and Responsibilities
Voice of the Realm - As long as there is a Monarch of Bordevar, the realm does not have any senators. Instead, The Monarch sits in senate and has a number of votes, motions, recesses, and similar accordances as would normally be afforded to the realm’s senators.
Master of the Realm - Once per Summit, the Monarch of Bordevar may remove any Bordevarian from one title that they hold, immediately forcing an election. This title must be for a Bordevarian realmic title. This is done by informing the Civil Service of your intention in writing, at which point it will be actioned. This may not be used to remove the title of Duke.
Crownlands - While Bordevar has a Monarch, any Realmic Arcstone Quarry, Mithril Mine, or Thunder Oak Orchard, or other economic title that Bordevar does not share with any other Realm has their election method changed. These titles will be granted by the Monarch for their standard terms.
Monarch’s Due - The Monarch of Bordevar receives an income based on the total income of commoners within the Realm, receiving one-fifth of each commoner's standard investment income, taken from those commoners.
Before all Others - As the Monarch of Bordevar you are before all other Bordevarians. Commoners are expected to bow when they enter your presence, nobles are expected to show respect through at least a bowing of the head, and knights are expected to kneel. Your appropriate form of address is ‘Your Highness’. Non-Bordevarians are not expected to show any particular deference. As the Monarch of Bordevar you are duty bound to uphold the honour and gravitas of the crown, ensure your good conduct and standing remains beyond reproach. Bordevarians are honour-bound to follow your commands provided they are lawful, honourable, and possible. During their time as the Monarch, the Monarch may not have an investment that is not a Military or Congregation investment.
The First Hero
Powers and Responsibilities
Royal Progress - Once per season, the Monarch may select a Bordevarian territory to host them for the coming season. During this time, each investment in that territory will find that they have produced slightly more. It is expected that investments from this territory will grant the Monarch a token of their esteem, at least some amount of funds or resources, as a sign of their thanks. The Monarch may not return to a territory they have already visited until they have visited every other territory.
Master of Ceremonies - The Monarch of Bordevar has veto right of any appointment to any Bordevarian realmic title. They must be present at the election to render this veto. This may not be used to veto the title of Duke.
Peacemaker - Once per Summit, the Monarch of Bordevar may put forward a motion of a declaration of peace to the Senate. To do so, the Monarch should submit their motion, in writing, to the Symposiarch no more than an hour before a standard senate session, at which point it will be entered in as Concordian business.
Private Works - The Monarch of Bordevar does not have investment. Instead, each season they may select a type of investment they wish to have, and submit downtime as if they had that investment. The investment is always considered to be Tier equal to the number of regions that Bordevar controls, and cannot be enchanted or enhanced. It cannot be damaged, lost, or destroyed, although the Monarch can still be injured, disadvantaged, or killed through its use or misuse.
The Protector of the Realm
Powers and Responsibilities
Protector of the Realm - While Bordevar has a Monarch, the election of any realmic military title changes. These titles will now be granted by the Monarch for their standard terms. In addition, the Monarch may select any Bordevarian Banner army, they may command this army for as long as they wish, acting as its general with any associated powers and responsibilities.
Blade of the Realm - Whenever the Monarch of Bordevar is on the field of battle, they are the commander of all Bordevarian forces, regardless of what other titles may be present. If the Monarch of Bordevar perishes on the field of battle, all Knights who joined them on that field of battle are to die, either on the field, or by voluntary execution following the battle.
The Need of Steel - Every Summit the Monarch can determine the needs of the Crown. By the end of the Summit they must, in writing, inform the Civil Service whether or not they wish to tithe the Nobles, The Commonfolk, both, or neither. Any tithed group sees one-tenth of their standard investment income granted to the Crown. Alternatively, the Monarch may request any single Artisan Craft to be crafted for their personal use, to be delivered to them the following summit.
Legacy of the Conqueror - Once per Summit, the Monarch of Bordevar may put forward a motion of a declaration of war to the Senate. To do so, the Monarch should submit their motion, in writing, to the Symposiarch no more than an hour before a standard senate session, at which point it will be entered in as Concordian business.

History
King Artourious Bordevar founded the Kingdom of Bordevar through conquest, heroism, and might. It survived beyond his life, but a new monarch was not found for many years. When the realm was nearly driven to the brink of extinction by the Onyx Aristocracy, the Kingdom joined The Concord. Over the following years the Wise Council struggled to find how the monarchy would settle into this new world. Following the advice of Bordevarian heroes, the Concordian Civil Service, and bloody victories over the Onyx Aristocracy, the time of a new Monarch of the Kingless kingdom grew near.
